On the && of May had the honour to forward for your Lordship's information copy of a letter from a Chinese Gentleman residing at Ningpo, attesting to the anarchy & confusion that exists in that Quarter, & the absence of all power on the part of the Chinese Authority, to uphold their Laws & to suppress popular Outbreaks; & in corroboration of these views, & to prove how entirely powerless the Authorities at Ningpo really are, I now forward copy of a letter from the Intendant of Circuit to the Consul of that Post, requesting that "H.M.S. *R*opingle" may be sent out.
