E.IF Ace checked by some efficient & peremptory Commands. The Crews are mostly Lascars, between whom & the Chinese a strong natural dislike exists: it is difficult to prevent them from committing violence when they come in contact with the latter in the assumed character of captors.

I sincerely hope for the reasons stated that your Excellency will deem it proper to put a stop, by public notification, to the injuries complained of, as well as for the sake of humanity, as to conciliate the Chinese Authorities & People, that the Court will not countenance oppressive & unauthorized conduct on the part of Brit: Subjects.

My Lord,

Hong Kong, June 6, 1843.

On the && of May had the honour to forward for your Lordship's information copy of a letter from a Chinese Gentleman residing at Ningpo, attesting to the anarchy & confusion that exists in that Quarter, & the absence of all power on the part of the Chinese Authority, to uphold their Laws & to suppress popular Outbreaks; & in corroboration of these views, & to prove how entirely powerless the Authorities at Ningpo really are, I now forward copy of a letter from the Intendant of Circuit to the Consul of that Post, requesting that "H.M.S. *R*opingle" may be sent out.
